Abstract:

This paper proposes and argues for an expanded definition of social infrastructure, suggesting that the creation, adoption and maintenance of appropriate technology are dependent upon the degree to which those affected by the technology participate in the choices about it. A proposed redefinition of social infrastructure is presented and discussed in the context of community development efforts.
