Abstract:

In March 1986, the Department of Transport of the United Kingdom Government published Guidelines inviting promoters for the submission of private sector bids for the design, construction and operation of a third crossing of the River Thames at Dartford. This paper describes how the project was initiated, the options available to Government, the solution adopted, the mechanics used and the benefits attaching to this form of construction contract. Specific opportunities for other similar public/private partnerships are discussed.
