Abstract:

The Southwestern Power Administration (SWPA), an agency of the Department of Energy, is developing some innovative financing and marketing arrangements with non-Federal entities for facilitating the construction and commercial use of new hydroelectric power facilities in the Southwest. SWPA is facilitating the construction of financially feasible and environmentally acceptable hydroelectric power projects which represent a benefit to both the nation and the preference customers. In order to accomplish this, SWPA is acting as a catalyst in bringing together the entities capable of providing financing, construction, and utilization of new hydroelectric power resources.
