Use of the DEB Model in MARTA's Service Planning

Abstract:

The Metropolitan Atlanta Rapid Transit Authority (MARTA) is in the process of expanding bus and rail services. The expansion program requires the preparation of annual and five year system financial operating plans. The plans attempt to balance the provision of service with patronage, revenue and operating cost. A computer based program has been implemented at MARTA which estimates one major component of the operating plan; driver labor cost. This paper will present a brief overview of the model, describe the needs at MARTA which lead to implementation of the model, how this implementation was carried out and results of the applications.
