Abstract:

This paper documents and evaluates 58 permits in San Francisco Bay that required the implementation of wetland restoration projects to fulfil mitigation requirements. The 58 projects are diverse, frequently unsuccessful and do not adhere to established mitigation policies. Many mitigation projects have not been completed. Carefully planned and implemented mitigation banks are suggested as a method to improve the success of these mitigation projects and to achieve regional wetland restoration goals.
