Abstract:

The largest single highway construction contract in United States history is currently underway in Salt Lake City, Utah. The Utah Department of Transportation's innovative design/build contract for the 17 mile (27 km) urban freeway reconstruction effort will enable the project to be completed in less than seven years. The contract differs from more traditional design/build agreements by sharing some of the risks between the owner and the contractor. UDOT also provided a host of incentives for quality, timeliness, and cost-saving measures.
