Abstract:

This paper focuses on problems and solutions encountered to identify regional impacts of the Truckee River Operating Agreement (TROA). Two issues influenced the development of a regional economic impact model. These are potential impacts from changes in recreation visitation due to altering reservoir storage levels and transfers of agricultural water supplies to municipal and industrial water (M&I) use.
