Abstract:

The U.S. Army Corps of Engineers is required to analyze major rehabilitation proposals for all facilities using risk-based benefit-cost analysis techniques. Existing spreadsheet-based tools are slow, inflexible, and highly problem-specific. A generalized C++ program using object-oriented techniques has been developed and applied to the economic risk analysis problem. The program provides significant advantages in the analysis effort, including greatly increased speed, greater ease of use, and more powerful modeling capabilities. Further enhancements to the model are being developed.
