Abstract:

A review of the literature and discussions with military, commercial, and NASA representatives shows that all users agree we need new systems, but there is no agreement on which to pursue. We cannot evaluate the options only from an engineering standpoint, because technical aspects are irrelevant unless policy factors affecting funding are considered from the outset.
