Abstract:
Throughout the nation, many public agencies have determined to incorporate time saving and cost effective project innovations while maintaining and upgrading project quality. One possible contracting innovation, the Design-Build or Design-Build-Warrant contract, recently has been proposed by the North Carolina Department of Transportation as an approach to developing a Freeway Management System (FMS) for Charlotte, North Carolina. This paper outlines the approach the NCDOT has taken in developing this contracting innovation.
