Abstract:

The Clean Air Act Amendments of 1990 (CAAA) and the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) are effecting change in multimodal transportation decision making. The emphasis now is on effecting change in travel patterns and travel behavior by improving the efficiency of our existing transportation infrastructure and focusing on capital investments which encourage the use of high occupancy vehicles and serve to reduce the number and length of trips.
