Abstract:

The United States Department of Energy (DOE) requires that an Independent Cost Estimate (ICE) be prepared for all Major Systems Acquisitions (MSAs); that is, projects or programs expected to cost in excess of $100 US million. The initiative is the responsibility of DOE's Office of Procurement, Assistance and Program Management (PR), specifically the Program/Project Management Division (PR-24). This paper will describe the ICE process, the application of this process to the Civilian Radioactive Waste Management Program of DOE (CRWMP), and the results of recent ICEs on various aspects or portions of the CRWMP.
