Abstract:

This paper presents the major findings of a study to develop a system design for the implementation of an electronic network which uses personal computers in local highway maintenance areas as a grass roots technology transfer between maintenance operations. The specific subjects covered in the study were the desired features or services of the network; description and indexing methods for maintenance innovations; user interface to the database on a personal computer; motives for users to use and contribute practices to the network; technical and financial feasibility of physical implementations; necessary support staff; and implementation, phasing and management plan.
