Abstract:

New Jersey adopted in 1991 a Well Head Protection Program Plan to provide added safeguards to water supply wells. Through extensive public participation efforts the Department of Environmental Protection and Energy identified public policy issues that could, if not addressed properly, result in significant opposition to the program. While many issues were resolved in the program plan, some could not be. Experience and public education are the only real means to mitigate opposition due to these issues.
