Abstract:

There is a need for decision makers, developers and the public to understand the potential traffic impacts of site development. Signalized intersection operations are a primary indicator of traffic conditions. A procedure that provides an easily understood evaluation of various development and circulation system scenarios has been utilized for over 15 years to provide these evaluations. This analysis tool is known as Intersection Capacity Utilization (ICU).
