Abstract:

Many of the launch facilities in this country impose inefficiencies on launch service providers due to the way they have been constructed. To improve launch operation efficiency and to promote the transition to a more market-driven launch service industry, facilities should be constructed as infrastructure rather than vehicle support facilities. The planned National Launch System program offers and opportunity for the federal government to provide a nucleus of launch infrastructure which can improve launch efficiencies.
