Abstract:

Toll motorway companies are very much concerned with toll plaza operation and its appreciation by customers. The problem is two-fold: define a desired level of service (queue lengths, delays,...) operate tool-booths so as to achieve it. Both items necessitate the use of good automatic means for queue lengths and delays measurements. For this purpose, and given the inadequacy of classical means such as magnetic loops on such large areas as toll plazas, video image processing has been chosen. The Autoroutes Esterel-Cote-d'Azur (ESCOTA) company have asked ISIS to implement this system on their plaza at Antibes. Video cameras have been settled, each of them being processed by a micro-PC, and special algorithms have been designed by INRETS for the evaluation of queue lengths and queuing times. This paper gives first results about the use of this system which is intended to help assessment of the impact of automatic toll collection introduction at ANTIBES and eventually to give an aid to the toll plaza chief operator for achieving his level of service objectives, through both the surveillance of past operations and the planning of resources (manual toll booths).
