Abstract:

China has recently completed a number of freeways, all of which were financed in part by the Ministry of Communications and local governments and in part by loans from the World Bank, with debt serviced by toll revenues. While freeway congestion is not a problem in China because of low traffic demand, the Chinese Toll Authority is faced with two major problems associated with toll collection. They are (a) appropriate vehicle classification and (b) toll revenue management, in particular the prevention of fraud in toll collections. This paper presents an automatic vehicle classification (AVC) system to assist manual toll collection for Guangzhou-Fusheng and Xian-Lingtong freeway. The system determines vehicle types and appropriate toll rates which are then collected manually.
