Abstract:

The real potential competition in relicensing hydroelectric facilities is for use of the water and land resources currently dedicated to hydro power production. Relicensing applicants must expect and be prepared to respond to issues of competing use raised during the application process. This discussion considers the basis for the competition over resources, issues likely to be raised, and the regulatory arenas and framework in which users will compete.
