Abstract:

Air emissions from OCS development projects have been addressed in a three-staged process which involves: engineering to reduce the project's emissions as much as possible; offsetting the remaining emissions by providing reductions elsewhere in the region; and, funding technology-forcing studies and programs when the best application of the first two processes still doesn't fully mitigate the air impact. Examples of this process have been described in the previous paper (Cantle, 1991). This paper focuses on the third aspect, the funding of technology-forcing studies, and describes innovative technology programs now in progress at the Santa Barbara County Air Pollution Control District (District).
