Abstract:

Major oil and gas projects developed in Santa Barbara County are monitored for compliance with conditions of approval through various enforcement and compliance programs. the Resource Management Department, Energy Division manages the overall Permit Compliance Program, of which the Environmental Quality Assurance Program (EQAP) is a part. The EQAP is a comprehensive program designed to provide monitoring of the project sponsor's compliance with environmental permit conditions in the field during construction. On completion, EQAP monitoring is often still required for ongoing programs or additional construction-like work. Tnis paper focuses on the implementation of EQAPs for major oil and gas projects in Santa Barbara County. It describes the EQAP, its purpose and key elements, and provides examples.
