Abstract:
Recent reservoir projects in Texas were reviewed on the basis of permitting and mitigation, and subsequent project costs. We document trends of increasing time to prepare and process permit applications, unpredictable mitigation requirements, greater prevalence of litigation and increasing costs to permit and mitigate reservoir projects. It appears that the extent of mitigation has been inversely related to project size.
