Abstract:

This paper describes legislation and research related to establishing a permitting system for groundwater withdrawals. Two mathematical programming models are described that address the determination of permits, such that surface streamflow is not adversely affected. The results of the models are compared and discussed in the context of actions taken by the Massachusetts Department of Environmental Protection (DEP).
