Abstract:

The St. Johns River Water Management District developed a comprehensive surface water management program for the basin. Between 1987 and 1989 the District implemented basin specific design criteria for proposed construction activities within the Wekiva River basin. These criteria include ground water recharge, sediment and erosion control, limitations on drawdown, and protection of a riparian habitat zone. This paper describes the development and nature of the Wekiva River Hydrologic Basin Rule, the basin specific criteria, their implementation and expected impact of this regulation on the management of this watershed, as well as its use as a template for other hydrologic basins.
