Abstract:

The paper addresses various elements of implementing the 50 mile eastern half of the beltway around the Denver metro area. This paper addresses many unique characteristics associated with the non-federal project. These elements include the organization, financing, planning, permitting, rights-of-way, design, and construction of the nearly $1 billion facility. The paper places emphasis on the non traditional approach to these elements.
