Abstract:

The paper describes results of the needs assessment for modelling software of Michigan's thirteen '3C' areas, criteria used to compare software capabilities against the needs of Michigan Metropolitan Planning Organizations (MPO's) and results of this comparative analysis. Demonstration/ testing procedures used as a basis for recommending software selection for Michigan are presented and evaluated. Policy and coordination issues associated with some decentralization of traffic modelling from the state to local MPO's are also identified.
