Abstract:

Zephyr Creek, located near the City of Zephyrhills in west-central Florida, annually experiences flooding caused by rainfall. Development has encroached into the floodplain causing homes, buildings, and roads to flood and emergency services to be impaired. Existing Federal Insurance Rate Maps grossly underestimated the extent of the floodplain along the creek. To correct this condition, a stormwater management plan (Plan) was developed for the watershed. This paper describes the matrix methodology used to develop the Plan and intergovernment coordination required when a project encompasses many political and permitting jurisdictions.
