Abstract:

This paper provides an historical overview of the Corps of Engineers (COE) authority in the water supply arena and discusses the methodologies and procedures used to reallocate storage in existing COE reservoirs to water supply. Pertinent laws and current policy procedures are presented. A step-by-step outline is displayed for the water user that wishes to obtain water supply from an existing COE reservoir. The four storage reallocation pricing methodologies and reimbursement credit policy are also discussed.
