Abstract:

Long range planning must include more than construction of facilities to meet new demands for service. A conscious effort must be made to balance the need for additional facilities with the need to maintain and rehabilitate existing facilities. Annual funding of rehabilitation programs is an effective way to insure the continued viability of a utility.
