Abstract:

This paper presents the proposal preparation, pre- and post-award negotiations, and the engineering and computer software development of an hourly generation scheduling model. The Western Area Power Administration (Western) of the Department of Energy (DOE) assumed the generation dispatch responsibilities, from the Bureau of Reclamation (Reclamation) at Federal hydroelectric facilities with the DOE Organization Act, which was passed in August 1977. Since 1977, the operation of the reservoir systems has been performed jointly with Reclamation with each agency having different operational time horizons and purposes.
