Abstract:

The Integrated Traffic Engineering and Enforcement Monitoring System (ITEEMS) is a microcomputer-based system which has an on-line display and analysis of accident records by street intersection, road segment, and geographical area. The ITEEMS database contains elements from the Accident File and the Highway Network File and is linked to a parcel-level land use file. By assigning a tax-map zone number to each accident record, ITEEMS integrates building permit activity, population projections, and similar data into a larger representation of how the road system and the traffic it bears will be affected by change over time. Begun in 1985, this inter-governmental project requires coordination among local, regional, and state agencies. Local planners arranged for the periodic downloading of traffic accident data from the State Highway Department's mainframe to ITEEMS' microcomputer. ITEEMS processes more than 30,000 records annually and currently uses dBASE III Plus and Reflex software.
