Abstract:

The task of protecting facilities against terrorist attacks is very much a new problem for the U. S. civilian sector. Guidance as to what steps need to be taken by a municipality or a critical industry to ultimately decide on a level of protection is not readily available. Such guidance needs to be developed. The purpose of this paper is to suggest which general topics should be included in such guidance and more importantly, what research needs to be undertaken to make it useful and effective.
