Abstract:

Best sites for shrimp farm in Ecuador are located in the beach and bay zone. Another option is upland. Several procedures for obtaining a lease in the beach and bay zone or to buy vacant or private upland are established and several public institutions are involved. Enforcement is not always possible and illegal operations are found in some areas. The public institutions were not prepared for the sudden upsurge for operating permits in El Nino years. Recommendations are made for the future.
