Abstract:

The use, development, and protection of coastal, ocean, and marine resources is highly dependent on the various permits issued by local, state, and federal regulatory agencies. Thousands of permits are issued yearly; a great majority of which include some form of special conditioning. What is the best methodology for developing precise, objective, and enforceable permit conditions? What are some of the more creative conditions that have been utilized? This paper addresses these questions by presenting guidelines for writing conditions and presenting example permit conditions drawn from coastal zone regulatory agencies throughout the United States.
