A Practical Approach to Regulating Energy Development in Alaska's North Slope Environment

Abstract:

In November 1983, the Alaska District, Corps of Engineers (Corps) established an abbreviated processing procedure (APP) to permit certail oil and gas related activities within the North Slope Borough (NSB), Alaska. This paper presents step-by-step methods employed to expeditiously process numerous requests to construct oil and gas related structures, expand existing pads and access roads, and permit new drilling pads and access roads. Processing time for such requests is generally less than 30 days despite extensive coordination by the Corps with the Environmental Protection Agency (EPA), U. S. Fish and Wildlife Service (USFWS), National Marine Fisheries Service (NMFS), and Alaska Department of Fish and Game, among others.
