Abstract:

Sivunniuq applies the traditional approach to planning and decision making. Its primary purpose is to encourage early and meaningful local involvement in project and plan development activities. Sivunniuq has four additional objectives that are attractive to developers and federal and state agencies: applying coastal management policies early in project or plan development; addressing problems and potential consistency determination conflicts prior to the permit approval stage; speeding subsequent permits or approvals through resolution of issues or conflicts; and ensuring the compatibility of future planning projects with the approved coastal management program.
