Abstract:

Final testing and start-up of a 4. 3 MW digester gas cogeneration plant has been completed and full-time operation begun at the EBMUD Wastewater Treatment Plant in Oakland, California. This paper discusses the cost-effectiveness analysis which led to the decision to build the 13. 5 million Cogeneration Plant, cover construction, testing and start-up of the plant including problems encountered in installing 5. 15 million worth of prepurchased engine-generator equipment, and their solutions. Design features, construction and start-up problems are presented, in addition to experience in obtaining Air Quality Management District permits and paralleling with the local utility.
