Abstract:

In Mexico the policies, guidelines, goals and methodologies refering to transport, are the responsibility of the 'Secretaria de Comunicaciones y Transportes' (Ministry of Transport and Communications). In the present paper a planning and programming system for port infrastructure development is presented, where the interrelations between the different elements which form the transport system as a whole, are analysed and a mechanism of coordination and integration for the port system is proposed to fit within the National Transport Structure.
