Abstract:

Quality construction of a quality design is one goal which Owners, Design Professionals, and Contractors can all agree is needed if the project is to be truly successful. The Engineering Laboratory's involvement is a key ingredient to achieving quality in construction, and should be considered an integral part of any project team. Achieving quality requires a coordinated team effort with the Design Professionals identifying and directing the effort and the Owners encouraging and supporting such a goal. The 'Independent Laboratories role is to enhance and support the Design Professionals in their task of maintaining quality on the project. The Owner must be willing to financially support a quality assurance program and place the Design Professional in charge of developing and implementing such a program. The facilities and experience of a professionally staffed laboratory makes a valuable contribution to any project on which 'quality' is the stated goal of the Owner and Engineer.
