Hydropower Contract Conditions for Civil Engineering Works

Abstract:

Norwegian types of contract documents for hydropower construction work - especially the underground parts - have long had the reputation of being flexible as opposed to the traditionally more rigid types of contracts used in most other countries. In the Norwegian contract system one attempts to have unit prices for all foreseeable types of contingencies. However, there has been a slight lack of conformity in descriptions as used by various owners. Therefore, in order to establish contract uniformity with unambiguous descriptions and also to introduce new contract elements, Norwegian hydropower agencies have recently published a joint recommendation. Among subjects from the recommendation which are specially treated are rules concerning access limitations for the contractors, equivalent construction time, and the new national standard of specification texts. The hydropower agencies have taken steps to simplify the onerous procedure of price adjustment in heavy construction.
