Abstract:

In response to President Carter's 1976 memorandum to all Federal agencies with responsibility for dams to develop and implement formal guidelines for dam safety, TVA restructured its dam safety activities resulting in an improved and more institutionalized program. Today, TVA's dam safety program consists of: 1. an ongoing inspection and maintenance program; 2. rehabilitation of projects with deficiencies discovered as a result of (1); 3. reevaluation of existing dams in light of current dam design criteria; 4. modification of projects, as required after reevaluation in (3); and 5. preparation and maintenance of emergency action plans including drills and installation of the Emergency Operation Center. TVA implemented the guidelines for its system, bringing more focus onto reevaluation of its dams and preparation of emergency action plans. The purpose of this paper is to discuss these parts of TVA's dam safety program.
