Non-Federal Development at Corps Projects: Ohio River Division Experience

Abstract:

The paper presents the recent experience of the Ohio River Division of the Corps of Engineers (ORD) in non-federal development of the hydropower potential at existing Corps projects under the Federal Energy Regulatory Commission's licensing procedures. It presents a summary of the non-federal development activity since 1980. Two completed projects are described. Some information is presented on older projects which were constructed 50 years ago or more. Also, the number of permits and licenses that are in effect is given. The procedure from preliminary permit to issuance of a license and construction of the project from the Corps' viewpoint is described. A view of the development activity from the Ohio River Division (ORD) perspective is also presented, along with views as to how the process can be improved.
