Abstract:

The recent rapid growth of New Hanover County in coastal North Carolina has created the classic dilemma of an environmentally attractive locality attempting to accommodate desirable growth while simultaneously struggling to protect those natural resources and amenities which have served to stimulate much of the growth. In response to this dilemma, New Hanover County has developed a comprehensive and innovative planning approach. This paper examines the problem facing the County, the process chosen to remedy the problem, and then makes several conclusions concerning the anticipated continuing impact of the chosen actions.
