Abstract:

Coastal Zone Management Act, as amended, provides for a continuing evaluation of a state's Coastal Zone Management Program. This paper reviews the history and evolution of Section 312 evaluations by the Office of Ocean and Coastal Resource Management in the state of Washington with an emphasis on public participation, the evaluation process, and problems affecting the success of such evaluations.
