Abstract:

The Maryland Program Open Space (POS) Program and funding technique provides a model for the development of a funding program for water quality, tributary, coastal zone, estuarine, and near ocean preservation. The Maryland POS Program was initially created in 1969 and since that time it has provided approximately 359 million for the acquisition and limited development of parklands and recreational open space.
