Abstract:

This article deals with state/provincial, regional, federal and international legal issues involved with protecting Great Lakes water. First, the article describes the institutions and laws available for the purpose at the various levels of government in both the United States and Canada. The article then describes the legal and constitutional issues involved with state legislation that permits diversions of Great Lakes water or prohibits such diversions.
