Abstract:

A rail transit project is a complex undertaking involving thousands of people, expending millions of dollars and ultimately taking years to accomplish. The Metropolitan Atlanta Rapid Transit Authority (MARTA) has been at it for over 12 years and now has 25 miles and 25 stations in operation at an expenditure of 1. 7 billion. During these years, the organizational structure of the Authority has undergone many changes to meet the challenge of the times, which is the thrust of this paper.
