Abstract:

The need to rehabilitate and upgrade our infrastructure systems, specifically the systems of water supply and distribution, wastewater collection and treatment, bridges, highways and mass transit, is a critical concern. The cost of doing the corrective work is enormous; recent studies have put the cost of meeting the nation's infrastructure needs at more than 1 trillion over the next decade. These capital facilities which sustain our economic well-being and provide the basis for economic development are often taken for granted by public officials and citizens alike - infrastructure has no constituency.
