Abstract:

Basically, each public entity needs to inventory its infrastructure system and evaluate its importance to the immediate requirements of public health, safety and welfare. Prioritize the projects as to public need and then determine a number of scenarios for repair and/or replacement. The various scenarios must be considered with respect to the type of funding available vs. the priority for public benefit.
