Abstract:

Of all the infrastructure elements, pavement performance has probably received more research than any. Similarly, there has been more application of pavement research. The concepts that are developing into practice in the pavement field will have similar applications with all other infrastructure elements. Thus, for the purpose of addressing a few specific concepts, the remaining discussion will refer to pavements only with the understanding that the concepts have similar applications to other aspects of the infrastructure.
